FINANCE: Ireland’s Finance Minister Michael Noonan does an ‘I told you so’ victory lap in London and Brussels as Taoiseach Enda Kenny prepares a State of the Nation address this week-end for the country’s exit from the emergency financing baikl out by the EU, European Central Bank and IMF -also known as the Troika.
